Extending Yarısı Bizden to 31 December 2027 does not mean every building that merely applies for an assessment automatically receives support. The decision retains the requirement of an “approved risky building under Law No. 6306.”
This explanatory guide was prepared on 22 October 2026. It is based on Amendment No. 10960 dated 27 February 2026 and Extension Decision No. 11902 published on 20 October 2026. It is not a new support announcement.
Which deadline was extended?
Presidential Decision No. 11902 moved the date in Article 3(13) of the main Decision No. 8189 to 31 December 2027. This clause does not set a construction completion date; it governs the period in which grant undertakings and loan agreements may be executed for construction assistance, subject to budget availability.
Application and approval are not the same
Decision No. 10960 added the phrase “for risky buildings approved under Law No. 6306” to the same clause. Therefore, merely applying to a licensed institution for an assessment should not be treated as sufficient. The report must pass the administrative process, and the approved status and land-registry notifications should be verified. Any objection or litigation must be disclosed and assessed separately before applying.
The 2027 date does not create automatic entitlement
The decision states that support is provided within the available Istanbul Renewal Campaign budget. Risky-building approval also does not replace building-permit, condominium-easement, ownership, project-size or other implementation conditions. Acceptance depends on the authority’s review of the complete file.
What should owners do now?
Collect the licensed assessment report, finalisation or approval information, land-registry record, owner list and municipal permit file in one checklist. Appoint a responsible representative in the owners’ decision. Without waiting for the final months, request a written case-specific status from the Urban Transformation Presidency or the authorised implementation unit regarding the grant undertaking and loan agreement. This is not an eligibility decision or guarantee.
