When considering renewal financing in Istanbul, the loan amount is only one part of the decision. Preparing documents, contractor arrangements and the application sequence together can help owners proceed with greater clarity.

This guide was prepared on 19 October 2026 using current official resources for the Climate and Disaster Resilient Cities Project announced in 2026. It does not report a new loan package announced today.

1. Prepare the building and ownership file

Bring title deeds, the ownership list and available technical records into one file. The official FAQ describes the programme in relation to buildings identified as at risk under Law No. 6306 or demolished by disaster. Confirm your building’s eligibility with the relevant project office.

2. Coordinate contractor selection and documents

Do not compare contractors solely by price per square metre. Discuss delivery scope, payment stages and financing preparations. The Ministry’s document page lists demolition and construction documents and an additional undertaking separately; ask how the current lists apply to your project.

3. Check the construction stage early

The official FAQ states a condition that foundation construction must not have started, while addressing blinding concrete separately. Clarify this detail with the project office before proceeding on site.

4. Distinguish an ARAAD application from approval

ARAAD is identified as the application channel. Creating a record is not the same as loan approval. Appoint a person to track the application stage and any missing documents.

5. Prepare your own payment schedule

We recommend reviewing construction costs, temporary housing expenses and loan repayments in one schedule. Check the amount, interest, term and fees against a current written financing offer. A loan is repayable, unlike a grant. Do not assume different support schemes can be combined without confirmation for your case.

Tekin Proje’s recommendation

Bring your existing documents, owners’ expectations and proposals to the first discussion. A shared checklist can identify which points require confirmation from the municipality, project office or financing institution. The aim is to align support expectations with a feasible project and payment plan.
