The official project page offers eligible owners of risky buildings in Istanbul loans of up to TRY 3 million at 0.69% monthly interest and a maximum 180-month term. The ceiling is not an automatic grant for every applicant.
This explanatory guide was prepared on 27 October 2026. The first official programme notices date from 7–8 March 2024; the Ministry’s current project page and the Urban Transformation Directorate’s roadmap were rechecked on 27 October 2026. This is not a new loan-increase announcement.
1. Building and owner eligibility
According to the official FAQ, financing is for individual owners of buildings declared risky under Law No. 6306 or destroyed by disaster. An intention to renew alone creates no loan entitlement before the risk assessment is final. The Building Identification Number and title/owner information must be verified.
2. Contractor and permit requirements
The owner or contractor may initiate the application through ARAAD, but the contractor must generally hold at least Group G authorisation. Groups H and G1 face additional limits such as ground plus three floors, no more than one basement and proof of completed work. The Additional Undertaking must be attached to the construction contract and new permit data entered into the system.
3. Construction stage
Foundation work on the new building must not have started; the official explanation exempts lean concrete. The loan, demolition and permit schedule should therefore be planned before site work begins. Opening an ARAAD record or uploading contractor documents is not loan approval; Ministry review and the owner application continue separately.
4. Income, enforcement and repayment capacity
Current official criteria require no open enforcement, attachment or collection proceeding. The monthly instalment must not exceed 70% of documented monthly household income. TRY 3 million is a ceiling; the available amount may be lower depending on repayment capacity, project cost, documents and the financing review.
What do the term and first year mean?
The Urban Transformation Directorate’s roadmap describes the loan as payment-free in the first year with a maximum 180-month term. The grace period and total repayment must be checked in writing against the dates, instalments, interest and fees in the final contract. A 0.69% monthly rate does not make the loan non-repayable.
Do not confuse it with Yarısı Bizden
This financing is not the same programme as the Yarısı Bizden grant-and-loan model. Eligibility for one does not automatically create entitlement to the other. Do not assume both can be combined or the same cost financed twice; obtain written confirmation for the specific file.
