Temporary housing costs are critical for owners and tenants renewing risky buildings in Istanbul. IBB’s current official page provides additional payments, on top of Ministry support, for certain class D and E buildings.
This explanatory guide was prepared on 21 October 2026 after checking current official pages. It is not a newly announced support package. The IBB page cites IBB Assembly Decision No. 1277 of 12 November 2025 as its basis.
Who can receive how much?
According to IBB’s official explanation, when a priority building classified D or E through Rapid Screening is demolished, resident owners receive TRY 10,000 per month for 18 months and retired resident owners TRY 12,000. Non-resident owners receive TRY 6,500 per month for 18 months. Resident tenants receive TRY 10,000 per month for 12 months, or TRY 12,000 if retired.
Not every risky building is automatically covered
The amounts do not automatically apply to every demolition in Istanbul. IBB’s page focuses on priority buildings classified D or E through Rapid Screening. For strengthening, it says a later March assembly decision also covered buildings that passed Rapid Screening, require collective structural strengthening and hold a strengthening permit under the Turkish Building Earthquake Code. Because that additional decision’s number and year are not shown on the page, applicants should obtain written confirmation for their specific file.
Distinguish IBB and Ministry support
IBB describes its payment as additional to the Ministry’s rent assistance. The Urban Transformation Presidency’s guide treats the Ministry application under Law No. 6306 as a separate route and provides a one-year application period from evacuation or demolition. Do not treat the IBB and Ministry routes as one application; confirm documents, deadlines and combined eligibility with both authorities for your case.
Three checks for owners
First, do not confuse an IBB Rapid Screening result with an official risky-building determination. Then document whether the owner resides in the building and whether they are retired. Finally, before evacuation, demolition or a strengthening permit, obtain written confirmation of the application route from the IBB Urban Transformation Desk and the relevant district municipality. This article is not an eligibility decision or payment guarantee.
